Layla Sarwari is a partner in Cole Huber’s Ontario office. Layla serves as Assistant City Attorney for the City of Canyon Lake and Assistant City Attorney for the City of Hemet. She previously served as Deputy City Attorney for the City of Riverside and Deputy County Counsel for Imperial County.

Layla has experience providing public agencies with strategic legal and regulatory advice on a broad range of matters, including airport operations, agriculture, behavioral health services, workforce development, fleet services, information technology, procurement, public works, social services, agency on aging, parks and recreation, finance, public safety, and community and economic development. She also advises on the Brown Act, the Public Record Act, conflicts of interest, and contract disputes.

Layla’s practice is primarily focused on planning, real estate, and affordable housing transactions.

Education and Admissions

Layla graduated from the Southern California Institute of Law and received her bachelor’s degree from California State University Fullerton. She is admitted to practice in California state courts and federal courts for the Southern District of California.
