Michael Reiter

Practice Summary

Michael Reiter is a partner based in Cole Huber’s Ontario office whose practice focuses on municipal law, and municipal litigation. He currently serves as the Assistant City Attorney for the City of Yucaipa.

Previously, Michael Reiter was an in-house Deputy City Attorney for the City of San Bernardino (2001-2006), Assistant City Attorney for the City of Redlands (2006-2010), and advised cities and private parties regarding municipal law, particularly code enforcement for his own firm starting in 2010.

Although Michael Reiter has broad experience in many aspects of municipal government, he most enjoys code enforcement, having taught code enforcement officers in the California Association of Code Enforcement Officials (CACEO) certification process at Santiago Canyon Community College in the City of Orange in Orange County, California.  Michael Reiter was a hearing officer for the City of Colton (San Bernardino County), and also acts as an independent hearing officer for SBCERA, the County of San Bernardino’s retirement system.

Michael Reiter has criminally prosecuted hundreds of code enforcement defendants, reviewed dozens of administrative warrants, been involved with about ten Health & Safety Code receiverships, participated in revocations of conditional use permits, revised and drafted ordinances, written extensively regarding code enforcement on the internet, lectured to community groups and legal organizations, and has been quoted in the media.

Education and Admissions

Michael Reiter graduated from the Santa Clara University School of Law with a Juris Doctorate (JD) degree in 1998. At Santa Clara, he was Senior Technical Editor at the Santa Clara Computer & High Technology Law Journal, and was a regional finalist for Santa Clara in the American Bar Association’s Negotiation Competition in Tempe, Arizona.

In his first introduction to municipal law, he worked for the in-house City Attorney’s Office in Santa Clara, California.  Prior to attending law school, Michael graduated from the University of California, Berkeley, in 1995 with a Bachelor of Arts (B.A.) degree in History.

Michael Reiter is admitted to practice in California state courts and the federal courts for the Central and Eastern Districts of California, and the Ninth Circuit Court of Appeals.

Professional Activities

Michael Reiter is a member of the California Bar Association since December 2, 1998.  Michael Reiter is the former President of the San Bernardino County Bar Association, a former Planning Commissioner for the City of Redlands, and a long-time (since 2000) member of the Joseph B. Campbell American Inns of Court in Redlands, California.

Michael Reiter enjoys being President of the Redlands High School Girls’ Volleyball Booster club and watching his daughter in varsity events and for the rest of the year, in club volleyball.  Using his history degree, Michael is writing a book on the history of the Redlands High School Girls Varsity Volleyball team.  Michael is also writing a book marking the 150th anniversary of the San Bernardino County Bar Association, which will cover 1975 to 2025, since books were written at the 75th and 100th anniversaries.
